I understand you're upset when people's words don't match their actions. But "hippocracy" means "government by horses" which is a completely different problem.
Coming from someone who works at a horse farm, I'm not sure that hippocracy is such a bad idea. Sure, the lowest in the hierarchy wouldn't get much hay, but I'm betting it would be a whole lot better than what we have now. With much more grass, and apples and carrots.
Goodness knows there are a lot of days when I like the horses in my life more than many of the people.
