I guess they're looking for -something- visible, and commercial symbols are more accessible to the public mindset these days than anything truly symbolic. Besides, what would you expect them to use, a hydra, maybe Cerberus, or perhaps the Pushme-Pullyou from Dr. Doolitle?
The problem with the structure of the EU as I see it is that what passes for organization or lines of authority is so weakened by political correctitude and the compromises that were necessary to bring so many disparate nations together that it has neither the moral high ground nor the command of the collective European Unconscious to be an effective unit.
Thus, something bland, commercial and harmless was probably appropriate.
